It's for the turbocharger at the top of the picture.

 

123 VW-R-V should be fine, or the tune version if you like to fiddle on a mobile phone to end up with what VW started with.

The long pipey thing from that fan thing is the electric supercharger for the heater. Maybe.

 

If you are fitting a 123, make sure it doesn’t backfeed through the trunnion ring. It’ll blow all the seals. Known problem on GE engines ( but not the GE-A1, curiously).
