Just out of interest can anyone identify these bits?

Not important but it just annoys me, what are these bits for?, i removed them from behind the passenger seat

 

The bottom part is for the back of the lassenger seat to clip into. Should be a hook on the back of the seat

I think the top part should be attached to top of seat back as a kind of buffer
