The outer panel all seems to be good and solid, haven't taken the screen out yet though to see what the lip is like, but the inner panel certainly needs doing as it's rotted out at both corners. I want to nip this in the bud but not sure how to proceed. Is it possible to effect this repair without doing any cutting to the outer panel or screen frame?
I think not the whole thing as it's sandwiched under the outer around the air intake vent. I hope it's not this bad. You should be able to patch repair from inside?
Hope it doesn't look like that inside!! I'm thinking about trying my hand at a but if van welding but I think trying something like that might be too adventurous to start with!
Best take out the dash and have a proper assessment, perhaps it's not too bad, they often aren't. That was @dean_butler 's in the piccy. UK bus previously restored with a very large tub of filler which to be fair had lasted over 10 years! All good now as you've probably seen.
UK/US? UK rot, US tend to crash. Both can end up full of filler. If you take off the panels inside and look in mine, I'm on my 3rd front panel, I can see the edges of the last 2. lol
You'll have to remove the windscreen and dash however it goes, so... I'd say loosen the dash so you can move it an inch or two (with the doors open) and take out the screen for a proper look. That way if it's bad you can shuffle the dash back in and drive screenless to your chosen weldy place.
As zed said, the middle section is trapped between the air box and front panel, but you can get repair sections for just the ends only, about 30cm or so in from the A pillars, you might be able to do those repairs with the dash out.

You can fit that panel without removing the front panel, drill the spot welds through the top of the air box, chop either end at the pillars , unpick the spot welds through the lower screen and pop it out , after having removed screen dash wiring etc, the chop the new one in half, tease it in weld it back together plug weld all the spot welds you drilled out , paint any exposed metal and bobs your Auntie, unless your lucky and you can just weld the ends or join the panel behind the dash somewhere
see I recon you can do the inner and outer top in a day ,if you are messing with dash and welding from inside then it might be two days or more....
I know ,but it looks easier ,if it was mine I would tell myself not to look under the dash and leave it...
Me too, in fact I already am, my surround's full of rot and I fixed it by replacing the windscreen so you can only see a little bit peeping out.
