i looked at being able to get a structures test conducted at work, i'd get it a lot cheaper but it would still cost a fortune. This is like many of the other dodgy modifications that you see being made to these vans, chassis notching, dodgy lowering etc. But seat belts - in all honesty you're safer to not wear one than to wear one that won't work properly. Certainly for kids, my opinion on this is that anyone sticking their kids in any kind of homebrew seatbelt arrangement wants their head looking at
